Enrique is a member of the Edwards Aquifer Authority Board of Directors. He holds a Bachelor of Arts in philosophy from Carleton College and Doctor of Jurisprudence from the University of Wisconsin.  Enrique practiced law at Texas Rio Grande Legal Aid from 1985 until 2023 and has served as board president of San Antonio non-profits the Greater Edwards Aquifer Alliance and Fuerza Unida. He presently serves on the boards of Fair Shake Environmental Legal Services and the Environmental Justice Housing Fund.
